School Buses and Seat Belts - What's the Deal?

Parents are rightfully militant about getting their kids to buckle-up when they're off in the family car. Why do so many feel it's okay for their kids to be unsecured on a school bus?

Do you think seat belts should be mandatory on all school buses?

Why aren't they?

What can be done to make this happen?

The seat heights don't help with much. My best friend was in an accident on a school bus. His friend slammed back against the top of the seat back wrong. He thought he was ok, just sore. But he died because the seat hit his kidney (I think it was the kidney) and ruptured it. I will never understand why there aren't seat belts on buses.

I've often wondered why there isnt a seat belt rule for school buses. Something about the seats heights or something if I remember right. I'm hoping that someone here is more enlightened than I am.
